Joel Foster found the falls on the Kinnickinnic River in 1848 and declared he’d found the “New England of the Northwest.” The university that followed in 1874 still defines the city. UWRF faculty, Twin Cities commuters, first-time buyers, veterans, and USDA-eligible buyers all start the same way — a verified pre-approval before the search begins.

In the summer of 1848, Joel Foster — a Mexican War veteran and former ferry boat captain out of St. Louis — arrived in Stillwater, Minnesota, seeking a healthier climate. He overheard men discussing the virtues of different localities in the St. Croix Valley. One man described an ideal location along the Kinnickinnic River near the falls. Foster took a skiff south to Hudson, then traveled upstream along the Kinnickinnic until he reached the confluence of the South Fork. When he arrived, he declared he had found “the New England of the Northwest.” He returned to St. Louis, packed his belongings, and was back by fall to build the first cabin near the falls that now carry the city’s name.
The village was originally platted as Kinnickinnic in 1854 by brothers Nathaniel and Oliver Powell, who arrived from St. Lawrence County, New York. It was also briefly known as Greenwood — until another Greenwood, Wisconsin, already existed. River Falls was the name Joel Foster had given the place from the start, after the falls on the Kinni. The Powell brothers built the first commercial structure in 1852, Foster opened the first sawmill in 1854, and four flour mills eventually operated on the Kinnickinnic’s power. The first city council was elected in April 1885. Oliver Powell was instrumental in convincing Wisconsin state officials to establish a university here — UW-River Falls, founded in 1874 as the fourth State Normal School in Wisconsin, and the first in the northwestern part of the state. On June 23, 1893, lightning struck the center circus pole during a Ringling Brothers performance in River Falls, killing seven people. From 1991 to 2009 — eighteen years — the Kansas City Chiefs held their summer training camp at UWRF. HBO’s Hard Knocks filmed here in 2007.
The Kinnickinnic River flowing through the heart of the city — called the Kinni by everyone who lives here — is a 22-mile spring-fed Class I trout stream with over 8,000 trout per mile in some stretches. Its 174-square-mile watershed contains more than 50% of the bird species and 40% of the plant species found in Wisconsin. River Falls is 30 miles east of the Twin Cities, part of the Minneapolis–Saint Paul metropolitan area, spans Pierce and St. Croix counties, and is the most populous city in Pierce County. UW-River Falls completed a new $117 million Science and Technology Innovation Center (SciTech) that opened in 2026.
What this means for buyers: River Falls draws a consistent mix of UWRF employees, Twin Cities commuters, and buyers attracted to Pierce County’s pricing and character. USDA zero-down financing is available for eligible addresses in surrounding Pierce and St. Croix County. VA zero-down is available for veterans. UWRF faculty on academic year contracts have a specific income documentation requirement Luke handles correctly from the first conversation. The right program is confirmed before any document is gathered.
UW-River Falls is the city’s largest employer, drawing faculty and staff who often plan to stay in River Falls for careers that span decades. Faculty on academic year contracts are paid over nine or ten months but earn an annual salary — a distinction that matters for mortgage qualification. The correct income calculation annualizes the contract salary rather than using the monthly pay figure, which can significantly understate annual qualifying income. Luke reviews the employment contract structure in the first conversation to confirm the right calculation before documents are gathered. Staff on standard 12-month contracts qualify more straightforwardly.
Academic contract · Annualized correctly · UWRFRiver Falls is 30 miles from the Twin Cities and part of the MSP metropolitan area. Buyers working in the metro choose River Falls for its price advantage over comparable Minnesota suburbs, Wisconsin quality of life, the Kinni corridor, and proximity to Kinnickinnic State Park. Most commuter buyers are standard W-2 with straightforward pre-approval timelines. The key is having a verified pre-approval letter before a desirable property appears — Pierce County sees consistent demand from Metro buyers who’ve done the same math.
30 mi from Twin Cities · W-2 · Same-day letterMany addresses in Pierce County and St. Croix County surrounding River Falls qualify for zero-down USDA financing. Eligibility is determined by specific property address and household income — not by city name or zip code. For buyers searching in or around River Falls who want to explore USDA, Luke verifies any Wisconsin address at no cost in the initial pre-approval conversation. You know whether USDA is on the table before the search starts, not after an offer is made.
$0 down · Address verified upfront · Pierce CountyVA financing provides zero required down payment, no monthly mortgage insurance, and no upper loan limit with full entitlement for eligible veterans and service members. Luke can pull the Certificate of Eligibility directly through the VA system in most cases. VA funding fee waived for veterans with qualifying service-connected disability. Same 20-minute initial conversation, same same-day timeline on most files in Pierce County.
$0 down · No PMI · COE pulled directlyRiver Falls’ price point relative to the Twin Cities metro makes it a practical entry into homeownership for buyers who want the character of a university town without the metro price tag. FHA with 3.5% down and conventional programs starting at 3% are both available. The pre-approval conversation identifies which program fits based on credit profile, down payment goals, and the target price range. For buyers also considering USDA-eligible addresses in surrounding Pierce County, eligibility is verified at the same time.
FHA 3.5% down · Conventional · Entry-levelBuyers moving within Pierce County or into River Falls from neighboring St. Croix County communities often carry equity from an existing home. The pre-approval accounts for departure residence payment, anticipated equity from the sale, and how that equity affects down payment and qualifying range. Timing the pre-approval to align with listing and purchase timelines is part of the initial conversation from the start.
Equity from sale · Departure residence · Pierce CountyA UWRF faculty member on an academic year contract needs different documentation than a standard W-2 commuter. A USDA buyer needs address verification. A VA buyer needs a Certificate of Eligibility. The 20-minute initial call confirms the right program and the exact document list — so documents are gathered once, correctly, without surprises later.
A verified pre-approval correctly identifies your program — including UWRF contract annualization, VA entitlement, or USDA eligibility if applicable — so you search in the right price range and make offers from confirmed financing. River Falls sees consistent demand from both local buyers and Twin Cities commuters. Preparation is what makes a decisive offer possible.
Once a seller accepts your offer the formal application is submitted. Documentation organized at pre-approval is already in hand — USDA address documentation, VA Certificate of Eligibility, UWRF employment contract. The hard work done upfront keeps the post-offer timeline clean.
Luke communicates proactively at every underwriting stage. You always know what is needed, when it is needed, and where the file stands. Any documentation request is addressed immediately.
Appraisal and title run simultaneously with underwriting. Clear to close is issued when underwriting approves. The final Closing Disclosure arrives three business days before the table with exact figures.
The night before closing, Luke calls to walk through exactly what to expect at the table — the final numbers, what to bring, how the signing works, and what questions are still fair to ask. No buyer should sit at a closing table for the first time with unanswered questions.
